i'd think this is ok...unless you're making out with her, then that's sort of awkward. also you should make sure she grows out of this so that she's not 9 and needs comfort so she comes and sucks on your lips. as young as she is, it's not bad in my eyes.
She is still young so it isn't weird or anything. She is almost 3 though and it should come to a stop soon. Not to mention if you or she is sick, you could pass the germs to each other.
Who isto say whether it's right or wrong?
Does it make you feel uncomfortable? Then stop it.
