having them powder coated will be the easiest way and wont chip or peel off.I want to paint my 17's black so just the lips is silver what type of paint can i use that wont come off?
Short answer... no.
Long Answer. First, paint isn't going to stick to a smooth surface, especially chrome, without first being properly preped. It would need to be scuffed with a 3M Scotchbrite Pad and cleaned well with wax and grease remover.
Second, the kind of paint that you are going to buy at a Autozone or Walmart is going to be cheap and not work well. Don't get me wrong, it will look good for a while, but it's all going to be Urethane spray paint. It will not be very durable at all. You need to go to an automotive paint store and get your paint. They can sell you a better Urethane that might work better, but what you really need for good durability is a catalyzed paint. This kind of paint will be two different parts, and you will have to mix it, then you will have a few hours before it catalyzes (like two part epoxy)
Another option would be to take the rims someplace and have them powder coated.
