Is there a way to make lips poutier but NOT bigger? ?

I have full lips, but they're sorta flat, not that pouty. any way I can make them just ';stick out'; more but not actually increase surface area? thanks.Is there a way to make lips poutier but NOT bigger? ?

if you want ';Poutier'; lips, you might want to ';under color your lips'; what this means that that you put your lip stick on above the end of your bottom lip, and below the top, then the part the is not covered you should use your foundation on,
