It really depends on that person. Some lick their lips when they r nervous. Some just do it cuz it feel dry and sticky... they really need chapstick, it's dumb how they think chapsticks are ';gay'; but hmmmm chap lips arn't exactly sexy either lol Some do that becuase they feel ';sexy';.What does it mean when guys lick their lips? It depends on what their facial expression is when he does it. He could just have dry lips or is wanting you to look at him. It just depends.
Maybe their lips are dry or they want you to look at them or they are trying to get your attention.
