It is really dependent on the person, some are more able to cope with humidity. There is no real answer to this question.At what humidity level (as a percent) do lips begin to chap?
I live in an area that has low levels of humidity nearly all the time so I can say that when the humidity starts to fall into the teens, I have to start using lip balms.
