While you're in the shower rub your washcloth with soap across your lips, this acts as a natural exfoliant. But you will need some lip salve to prevent your lips from becoming severely chapped in the future particularly in the Winter Months and even in the summer as you'll need a salve with a sunscreen.
use a face scrub and warm water
if no face scrub salt and lemon will do
try licking a dogs bum that might help

avoiding licking your lips it only makes it worse by drying and they become chapped and prone to soars
try changing your diet or including more fruit veg and water. because when your thirsty and dehydrated your lips become dry
