Try using lip balm and rub salt on your lips. That works as an abrasive and will remove the dry skin without tearing your lip. Wash the salt and lip balm off then add more lip balm. How do you remove dry skin from lips?
Get Bath and body works repairing lip gloss and apply it whenever your lips get dry.
When the skin is really dry and I haven't licked them for a while I carefully use a good nail fill. Sometimes while I'm in the shower if I use a washcloth carefully.

Good luck

Oh yea, then you want to put a lot of medicated chap-stick or something like that on them several times a day until feeling better.

If you have allergies to things make sure you don't use one with a sunblock in it.
start drinking more water.... thats ur bodys way of telling u that u need water!!! but if your looking to get rid of ur chapped lips within a few days or so then try burts bees chap stick, its like a wax but it works really well... and once u get them normal again try carring around chap stick or even lip gloss with u, if u keep ur lips moist and ur body full with water they won;t dry out again, even in the cold winter months!

Oh i wouldn't use the tape idea, putting sticky stuff on ur face that is meant to stick to objects can't be good for ur lips or skin, if tape was made for the face then that would be a different story but its not so i wouldn't chance it. U could get a reaction to it, the face and lips are very sensitive to things like that!
Apply vaseline over them.
Use lip balm and it will be gone in a few days.
lip balm will help but to prevent it from coming back is to take vitamin ';E'; 300 mg. Winter is very hard on skin, just like the summer heat, using the vitamin ';E'; will also help your body in allot of ways.
use lip balm.(i like Blistex), so that your lips are not so dry and it will evenually go away by itself. You should use lip balm regularly to prevent dry lips next time.
I drink lots of water, and have tried all the homemade remedies but I still had dry lips. But, lately I've been using the following treatment and my lips look great.

Twice a week, I exfoliate my lips with Philosophy Kiss Me Exfoliating Lip Scrub.

During the day, I moisturize my lips with Intense Therapy Lip Balm SPF 25, and at night I use Baume de Nuit Night Lip Balm.

And if I ever need a little color, I usually wear Stila Lip Polish. For more intense color, I go with Rouge Dior Replenishing Lipcolor.

All these products keep the dry skin away.
Start off by using lip balm with calming, soothing, healing ingredients right away. Then use a soft-bristled tooth brush and, with a dab or two of Vasaline, rub your lips with tiny circular motions to exfoliate the dry, dead skin. And apply another coat of healing Chapstick or something. Good luck!
Scrub them with a towel after you shower then put some vaseline on, cant go wrong.
hi! so u have dry lips. lips r the most sensitive part of ur face. use a thick lip balm with SPF 15 . apply it early morning, after bath. while staying at indoors, apply milk cream and leave it 4 30 minutes. the dryness will reduce, after bath take a small soft cloth and wipe lips gently, do it only if necessary
use butter
ok take some puetrolum jelly and massage your lips for a couple of minutes thats gonna make the dry skin come off and when u're done massaging damp a wash cloth with warm water and rub gentle aganist your lips when your done put some chapstick on and it will feel better i guarantee it.
make a scrub using a little bit of olive oil and brown sugar. The sugar will exfoliate the skin and the oil will moisturize it. Just make sure when you're done to put on chap stick. I like Burt's bees.
Get enough sleep and drink lots of water... Also have a lip gloss or balm handy. before you sleep at night, use vaseline on your lips and the morning after, it would be very easy to peel the dry skin from your lips with a cotton bud:)
Self-care measures like using moisturizers and avoiding long, hot showers and baths help get rid of dry skin but in your case since you cannot apply moisturizer on your lips, lip gloss will do. If you smoke, quit it since dry skin on lips is often caused by nicotine from cigarette smoke. Follow important measures at http://www.skinsosilky.com/ and say goodbye to dry skin forever.
Try using a tooth brush or dry towel. And then use lip balm. I like Chapstick medicated but even vaseline will work
wet your skin with warm water and gently apply apricot scrub on them and rinse . Daily apply a lip balm twice a day to avoid all this.
NOONE has said this... A piece of Scotch tape. Place it on dry, clean lips. Peel off gently. I also use it to exfoliate other dry patches on my face. Only if you are allergic to plastic or have very sensitive skin do I not recommend this.

Then use plenty of lip balm for the next 24-48 hours.
I brush them every day not hard but hard enough to help prevent dry lips and right and I mean right after I use Chapstick. Don't peel or pick them it'll just make it worse. There's various kinds of Chapstick or lipbalm and will work for differently for different people so it's your choice which one to get. But be sure to always have some on and especially before going outside if you live in a cold climate
get a dry tooth brush and gently rub over ur lips that will get rid of the flakey skin and then keep them moist maybe vasaline but u can deffo get some think from the chemist
Brush your lips with your toothbrush.
you can put vaseline and then you can peel it without making your lips bleed
try burt bees lip balm
i usually peel them off but thenn they bleed

so use chapstick
peel it.

the best way to prevent it is to drink lots and lots of water
